Aim and Scope
The journal "Proceedings of the Kabardino-Balkarian State University" is intended for the publication of scientific, educational, and cultural materials that reflect the achievements of the university and its staff. The main goal of the journal is to create a platform for knowledge exchange, promote scientific research, and support the academic development of students and faculty.
The objectives of the publication include disseminating current information about scientific projects, conferences, publications, and innovative initiatives of the university. The journal fosters the formation of a scientific community, stimulates interdisciplinary collaboration, and enhances the prestige of Kabardino-Balkarian State University at both regional and international levels.
An important task is to ensure the high quality of published materials, their compliance with modern standards of scientific ethics, and relevance. The publication is also aimed at expanding its audience, engaging young researchers and students in scientific activities, and popularizing scientific knowledge among the general public.
Section Policies
Peer Review Process
All scientific articles submitted to the editorial office of the Proceedings of Kabardino-Balkarian State University journal undergo anonymous and one-sided "blind" (double-blind) peer review (the reviewers do not know the authors and receive the manuscripts for review without indicating the authorship; the authors of the manuscript do not know the reviewers and receive a letter with comments from the editorial office). The articles are reviewed by members of the editorial board and editorial staff, as well as invited reviewers who are leading experts in the relevant field in Russia and other countries. The decision to choose a reviewer for an article is made by the editor-in-chief and the deputy editor-in-chief. The review process takes 2-4 weeks. When reviewing submitted manuscripts, the editorial board and reviewers use the following criteria: 1. Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
All scientific articles submitted to the Izvestiya of Kabardino-Balkarian State University journal undergo mandatory double-blind peer review (the reviewer does not know the authors of the manuscript, and the authors of the manuscript do not know the reviewers). Manuscripts are sent to two reviewers for evaluation.
- Members of the editorial board and leading Russian and international experts in corresponding areas of life sciences, invited as independent readers, perform peer reviews. Editor-in-chief, deputy editor-in-chief or science editor choose readers for peer review. We aim to limit the review process to 6-8 weeks, though in some cases the schedule may be adjusted at the reviewer’s request.
- Reviewer has an option to abnegate the assessment should any conflict of interests arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
- to accept the paper in its present state;
- to invited the author to revise their manuscript to address specific concerns before final decision is reached;
- that final decision be reached following further reviewing by another specialist;
- to reject the manuscript outright. - If the reviewer has recommended any refinements, the editorial staff would suggest the author either to implement the corrections, or to dispute them reasonably. Authors are kindly required to limit their revision to 2 months and resubmit the adapted manuscript within this period for final evaluation.
- We politely request that the editor be notified verbally or in writing should the author decide to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly.
- If author and reviewers meet insoluble contradictions regarding revision of the manuscript, the editor-in-chief resolves the conflict by his own authority.
- The editorial board reaches final decision to reject a manuscript on the hearing according to reviewers’ recommendations, and duly notifies the authors of their decision via e-mail. The board does not accept previously rejected manuscripts for re-evaluation.
- Upon the decision to accept the manuscript for publishing, the editorial staff notifies the authors of the scheduled date of publication.
- Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, editor-in-chief rules final solution of every conflict.
- Original reviews of submitted manuscripts remain deposited for 3 years.
Publishing Ethics
Publication Ethics of the Journal "Izvestia of the Kabardino-Balkarian State University"
The journal "Izvestia of the Kabardino-Balkarian State University" and its publisher, the Kabardino-Balkarian State University named after Kh. M. Berbekov, adhere to editorial ethics standards, create the conditions, and take all necessary actions to ensure compliance. The editorial board adheres to the internationally accepted Code of Conduct, the key practices, and principles of publication ethics, as stated in the recommendations of the Committee on Publication Ethics, and adheres to the principles of publication ethics adopted by the Association of Science Editors and Publishers (Declaration of the Association of Science Editors and Publishers "Ethical Principles of Scientific Publications").
Publication ethics refers to the set of rules that govern the relationships of the editorial board and the journal's editorial board with each other, with reviewers, and with authors on matters related to the publication of scientific materials in the journal. The editorial board and editorial staff of the journal adhere to editorial ethics and do not tolerate dishonesty in the processing of materials. They undertake the obligations listed below and strictly adhere to them in their work. All disputes regarding compliance with these obligations are reviewed by the editor-in-chief (deputy editor-in-chief) or the publisher.
Editorial Board and Authors
The journal offers a clearly defined and transparent review process for materials submitted for
publication. The editorial board is guided by the principles of scientific integrity, objectivity, professionalism, and impartiality.
Authors, in turn, are responsible for the novelty, reliability, accuracy, and scientific validity of the information and research results submitted to the editors. Plagiarism and author substitution are prohibited. Consent from all authors for publication is mandatory. The editors do not publish materials without the consent of the authors and do not arbitrarily include third parties as authors.
Authors, editors, reviewers, and the publisher are responsible for the ethical conduct of all stakeholders regarding the publication and dissemination of research results. Interaction with authors is based on the principles of fairness, courtesy, objectivity, honesty, and openness. The journal creates conditions for reviewing authors' requests and impartially discussing contentious issues during the review and publication of submitted materials.
To prevent violations of publication ethics, conflicts of interest among all parties involved in the publication process are excluded. The journal's editorial board is committed to preventing any negative influence of business interests on the scientific and ethical standards of publication activities.
Openness and Free Access
The journal's editorial board guarantees free and open access to publications, storing materials in the journal's archive and offering free access to the full texts of scientific articles in the Scientific Electronic Library (elibrary).
The journal's policies, publication ethics and peer-review guidelines, manuscript submission guidelines, instructions for authors, information on the availability of materials (free access), ISSN, and publisher address are all openly accessible. The journal's editorial board guarantees compliance with all stated provisions and obligations regarding open and free access to the journal and its articles.
An important component of the journal's publication policy is the free publication of scientific results.
Ethical Violations
The editorial board assumes that authors and reviewers are familiar with the work procedures and requirements imposed on them. At the same time, the journal's editorial board communicates to all stakeholders the principles of its work in publishing scientific research results and strives to prevent situations in which members of the editorial board and committee, authors, and reviewers engage in unethical behavior. The editorial board works to identify violations and subsequently prevent them.

Author fees
Publication in the journal Izvestiya of Kabardino-Balkarian State University is free for authors. The editorial office does not charge authors for the preparation, placement and printing of materials.
Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
The Editorial Board of the Izvestiya of Kabardino-Balkarian State University journal may check the material using the Antiplagiat system when reviewing an article. If numerous borrowings are detected, the editorial board acts in accordance with the COPE rules.
Preprint and postprint Policy
The editorial board of the Izvestiya of Kabardino-Balkarian State University journal allows authors to publish their manuscripts as preprints before submitting them to the journal, as well as to archive their articles in subject and institutional repositories.
Preprints
The editorial board of the Izvestiya of Kabardino-Balkarian State University journal encourages the submission of preprint manuscripts to preprint servers. A preprint is defined by COPE as a scientific manuscript that authors submit to an open-access platform (typically before or in parallel with the journal's peer-review process).
The publication of a preprint is not considered a duplicate publication and does not affect the editor's decision to publish in the Izvestiya of Kabardino-Balkarian State University journal.
The author should inform the editorial board of the Izvestiya of Kabardino-Balkarian State University journal about the preprint at the time of submitting the manuscript for review and provide a link to the preprint with the DOI identifier and conditions for distributing the preprint.
It is the author’s responsibility to add a link to the published manuscript in the preprint record. The link must contain the DOI and the URL of the article published on the journal's website. The original preprint should not be modified based on the reviewer’s and editor’s comments. The preprint should not be replaced with the text of the published article.
Do not delete the preprint text.
Manuscripts Accepted for Publication
The editorial board of the JOURNAL TITLE allows manuscripts that have been reviewed and are accepted for publication to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
The text of the manuscript should contain the author’s clarifications about its status and information about the planned publication.
Example: The ARTICLE TITLE has been reviewed, accepted for publication, and will be published in 2021 (3) of the JOURNAL TITLE.
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Final Versions of Manuscripts
The editorial board of the JOURNAL TITLE allows manuscripts that have been peer-reviewed, accepted for publication, edited and ready for publication (proofread and typeset) to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints.
